try to resolve issue with coverage tests, and cleanup test workflow in general (we can make it faster by caching a conda environment with Python)

@SorooshMani-NOAA from testing on CI and on my local machine, running pytest --cov freezes the process upon running something in test_nhc.py; I don't know why, though
