Description of Changes
This is a basic workflow to build and release the container image for the IBM MQ exporter
Was not certain what to do with the
on:section. I don't know if QEMU and building forarmwill work. Unsure if getting the tag from the environment will work with the submodule.Please check that the PR fulfills these requirements
