Build environment for most of the programmes

This will be my default build environment unless specified otherwise

IDE

Codeblocks latest version - currently 20.03

Toolchain

MSYS2 with GCC

C++ Standard

Mainly C++20 but can change to C++23 in future

pkg-config is used for compiling and linking flags
