Current Behavior
When generating buildable and publishable angular libraries, we always add
tslibto thepackage.json#dependencies.These libaries may not actually use this dependency and therefore it is redundant.
Expected Behavior
Do not add
tslibby default.If users need it, they can add it when they do.
