fix(angular): respect skipPackageJson correctly across generators

Current Behavior

A few @nx/angular generators do not fully respect the --skipPackageJson option.

Expected Behavior

The @nx/angular generators should fully respect the --skipPackageJson option and not make any changes to it when provided.
