fix(linter): fix dep-checks projPackageJsonDeps caching for IDE

Current Behavior

The projPackageJsonDeps is cached per runtime, which causes false failures on IDE when switching between projects.

Expected Behavior

The projPackageJsonDeps should not be cached for IDE runs.
