fix(misc): add a migration to update or remove references to @nrwl/web/babel

Before Nx 15, we generated @nrwl/workspace:lib with a .babelrc containing @nrwl/web/babel preset. This migration will check if the package is installed. If it is not installed, then replace it with @nx/js/babel if available, or remove the entry.
