fix(nx-plugin): runNxCommand should default to using tmpProjPath as the cwd

Current Behavior

runNxCommand started running with a null cwd, causing generators to run locally instead of inside the test repo

Expected Behavior

runNxCommand defaults to using the tmpProjPath for the cwd
