feat(storybook): make v7 default

Storybook v7 is out: https://github.com/storybookjs/storybook/releases/tag/v7.0.2

So, it's time to make this a default! Starting Nx v16, all new workspaces will generate with sb7 by default.

If an existing workspace uses v6.5, then Nx will use 6.5, but it will prompt the user to upgrade.
