Remove PHE UK (2021) and split between S_convalescent_plasma_binding.…

Split between S_convalescent_plasma_binding.txt and S_vaccinee_plasma_binding.txt.

"does not have strong neutralising activity" sounds like it still has some neutralizing activity/neutralizing activity hasn't dropped dramatically, so I'm moving it to S_convalescent_plasma_binding.txt instead of placing it under escape for now. (In the future: add the numbers in and reevaluate.)
