tls: use validateFunction for options.checkServerIdentity #49896

  1. tls: use validateFunction for options.checkServerIdentity

    If user uses invalid type for `options.checkServerIdentity`
    in tls.connect(), it's not internal issue of Node.js. So
    validateFunction() is more proper than assert().
