doc: link PACKAGE_EXPORTS_RESOLVE to ESM section

Linked PACKAGE_EXPORTS_RESOLVE to "Resolver Algorithm Specification" in
"ECMAScript modules" page, so that the `require` pseudocode is easier to
understand.
