How to use

Include all DLLs missing in the project FaceRecognition.Library from the latest build of Emgu.CV
You will have to run IIS in 64 bit mode. For Visual Studio 2012 check this answer. Visual Studio 2013 should honor the solution 64 bit settings
Clean and build the solution
Debug the solution
