Add IP_DONTFRAG and IPV6_DONTFRAG SockOpts

IP_DONTFRAG: iOS, macOS
IPV6_DONTFRAG: android, iOS, linux and macOS

Test: `cargo test --test test dontfrag_opts`

Some CI tests running ENOPROTOOPT are disabled.
