Full-screen sometimes resets window layout

Describe the bug
When coming out of full-screen video mode in Firefox or Chrome, window layout resets.

To reproduce: set up the browser in a layout with 1+ other windows. Modify the layout in some obvious way. Navigate to YouTube in the browser, and play a video into full-screen mode, and then come back out of full-screen. The window layout will reset. This does not occur in Safari.
