Proposed changes

• Update PHPUnit
• Run on MySQL 5.7 – it was failing with PHP 7.3 + MySQL 8.0
• Fail on error – failures were being hidden
• Require Twenty Twenty Five theme (a theme is required for WPUnit tests to run)
