Revert "Bump GCC to 14.2.0"

This reverts commit f91711238bad50b9f1e8a345894fdc17b9f9e66f.

This is for consistency with other Nerves systems until
https://gcc.gnu.org/bugzilla/show_bug.cgi?id=117675 is resolved.
