Installation detects tensorflow-macos installation #228

TensorFlow supports Apple silicon chips by a dedicated tensorflow package named "tensorflow-macos".

When trying to install nengo-dl, the setup doesn't detect the already installed tensorflow package as it's just checking for "tensorflow", "tensorflow-gpu", etc.

Hi, thanks for this PR! The change looks good, but there are a couple unrelated issues due to the new TensorFlow 2.11 release that we need to sort out first, and then we'll get this merged in. In the meantime, you could look over the CAA and open a PR adding your name to https://github.com/nengo/nengo.github.io/blob/master/people.md if that looks OK to you.
