[v5] PHP 8.1, Symfony 6.4, phpstan #2216

Supersedes #2171

First preparations for v5. These changes include:

  • PHP version bump to 8.1
  • Symfony bump to 6.4 minimum
  • PHPStan
    • Max level with baseline (no fixes done yet)
  • CI Cleanup
    • Now runs phpunit for every possible version combination (PHP, Symfony) together with lowest & highest dependencies.
