Describe the bug
The application documentation build (doxygen) depends on having some artifacts from the parent scope already existing, but there is no explicit dependency to enforce this. As a result, the build may fail, as it does in the github workflow.

To Reproduce
Failing in the github documentation workflow

Expected behavior
Should have a dependency on the parent target, so the needed file(s) get generated before running doxygen.

System observed on:
Github hosted runner

Additional context
This is a multi-part problem that requires a coordinate change across multiple repos.

The documentation requires some artifacts to be in place, this added
dependency ensures they are created before doxygen runs.
