Summary
When users want to change tags on a workflow and type in something non-existent, it also shows up as a selectable option, which is confusing and leads to errors.
The error happens when they select the non-existent tag instead of clicking on the "Create new tag" button.
This PR removes the non-existent tag option from the dropdown.
