According to http://www.minaffet.gov.rw/index.php?id=903, Rwandan public holidays are as follows (but I want to double-check these next week):

1st January: New Year's Day
1st February: Heroes' Day
8th March: Women’s day
7th April: Genocide Memorial Day
1st May: Labour Day
1st July: Independence Day
4th July: Liberation Day
15th August: Assumption
25th December: Christmas Day

Admin UI merged in mysociety/alaveteli#2006 – just waiting on 0.21 now (mysociety/alaveteli#2049).
