Duplicate action menu under request thread

Review logs on WhatDoTheyKnow (as the largest Alaveteli site) to check eg.

Has the rate of people writing replies on request threads changed since the collation of the links, including the "write a reply" link, into an "action menu" at the top of the correspondence thread?

Hi @RichardTaylor, we're planning to do this at a meetup on 6th Jan.

Renamed to reflect the first course of action, which is to dup the menu to the old location in a hotfix.
