Parent

• Require java 17 to build and allow java 24 (full matrix: 17, 21, 22, 23, and 24)
• Add 'edu' import to impsort group
• Require maven 3.9.8 to build
• Update plugins / dependencies
• Drop profile to allow < java 17 for building
• Drop java 8 from osgi headers. If downstream still needs them, add them back as follows
