"Warning: File Changed" when saving any notebook with 1.16.5

Saving any notebook, even one I just opened, triggers the "Warning: File Changed" dialog. Doesn't matter if choosing Overwrite or Revert, the issue persists. Very similar to #978

Downgrading to 1.16.4 solves the issue.
