[docs, core] Upgrade Tailwind (again) and Prettier

• I have followed (at least) the PR section of the contributing guide.

• Big change in Tailwind v4-alpha.36: the global reset isn't as aggressive anymore (Add consistent base styles for buttons and form controls tailwindlabs/tailwindcss#15036)

  • We'll need to include this on most form controls:

    background: none;
    border-radius: 0;
    border: none;
    color: inherit;
    padding: 0;

• Upgraded Prettier as well as I was running into some nasty plain CSS formatting choices that were fixed in a newer version

hardcoded values for color/background-color on select option are part of new tailwind base styles and may be unexpected
