Describe the problem and steps to reproduce it:

mozilla/addons-server#21914 broke docker build in circle CI. Parsing errors with dockerfile using mount cache.

What happened?

Build failed

What did you expect to happen?

Build passed

Anything else we should know?

Need to verify the docker version and see if enabling buildkit fixes the build.
