Flag the latest public version for uninstalled listed extensions

Followup for #9440

For an extension with multiple versions and all approved, it is not installed by the reporter, and it gets rejected because of being flagged for human review with "Reported for abuse within the add-on".
The add-on is reported again (no version is installed)

Actual result:
flag for human review is added to the rejected version again

Expected result:
The current approved/available version should be flagged

I verified this with

• a listed extension with multiple versions https://reviewers.addons-dev.allizom.org/en-US/reviewers/review/634864
• a listed theme with multiple versions https://reviewers.addons-dev.allizom.org/en-US/reviewers/review/634865

and now it looks good. When the last version is rejected and a new report is sent after, then a previous approved version is getting flagged for HR
