this should cause the user to be moved to spanner on the next invocation
If the environment variable "SPANNER_NODE_ID" or "SYNC_TOKENSERVER__SPANNER_NODE_ID" is specified, then the SQS python script will use that node id whenever reassigning users.

Description
This patch enforces the spanner_id override for all users that are not currently on the spanner node.
