This API will support the Fenix Recommended Settings Custom Settings and Exceptions in site permissions.

The idea is to add a configuration object that will indicate how types of site permissions should behave

Camera = Always ask
Location = Always ask
etc

Exceptions
It will be a list of site that bypasses the configurations object.
