Pallet and Precompile Changes

Description

This is gonna be fun to review.

This builds off Erin's PR that is revamping most precompile pages and most pallet pages.

I still need to do Randomness so I will either add those to this PR or punt them to another one, (and revert and in progress Randomness to avoid a big PR getting even bigger.
Update Oct30: Everything done but Randomness.
