Reverts #1590

Disabling merge queue for TF because of the issue dorny/paths-filter#183 with dorny.

I will create a ticket to investigate how we can fix the issue and enable the merge queue

FYI @AgustinBettati disabling the merge queue for TF and create a ticket to track the issue and to triage with the team
