chore: [Terraform] Create github action to delete projects in the test env

Description

Issue: when cloud-dev is broken, our acceptance tests leave a lot of open projects in the atlas organization. We need to add a workflow to clean up the organization so that we do not reach the 200 projects limits.
This workflow should be run manually and as a cron job (3 AM Dublin time).

Note: I cannot test the workflow only after is merged into master. I will open follow-up PRs to fix issues if any.
