containerd/containerd#3400 was added to containerd 1.3 allowing better passing on config options on pushing/pulling images.

This enables:

registries with insecure tls certificates
mirroring fallback Build fails when FROM image isn't cached #1271
possible better token caching (less important)

@AkihiroSuda I think we should push this for v0.7 . Lmk if you want to take this or I'll try to find some time this week.
