builds on input-output-hk/haskell.nix#1416

uses commits and hashes from flake inputs
doesn't rebuild all dependencies when one changes
doesn't use materialization because of bad UX
takes about a minute to nix develop if source changes :(
but you only need to reload nix develop if dependencies change, otherwise just leave a dev shell open
