Feat(frontend): コントロールパネル「通報」において、通報者にもリンクで飛べるように修正

What

表題の通り、誰が通報してくれたのか確認できるように、リンクするようにした。

Why

通報そのものに悪意がある（いわゆるスワッティング）かどうかを確認しやすくするために、
通報者の管理画面にもリンクできるようにした。
