🚀 Chart Configuration

This PR forms part of this piece of work. In short, it aims to configure the repository to allow us to deploy the ollamate application to the analytical-platform-compute EKS cluster. This includes the building of a container which will be deployed, as well as associated Makefile commands that allow for easy creation/testing etc.

As part of this PR the beginnings of python testing have been added, though no actual tests of consequence have been added - see tests pytest.ini etc

This PR:

• down grades two packages mypi + pre-commit which had dependency issues when upgraded. This will be resolved per their dependabots.
• alters max-line-length 100 -> 150
• devcontainer scripts have been moved to .devcontainer
• delete scripts directory

The container which will be released is now built as per the container directory.†
