fix: Avoid system cfg changed can't restart
how to test:

1. deploy 4*1 tenant.
2. wait green
3. add the env like MINIO_LOGGER_WEBHOOK_ENDPOINT_ to tenant
4. now will restart all the pod in one batch. Before one by one , but the restart pod will get this

I think aborting the deletion of pods half-way should be avoided...
