1.2.0 - Update to CoreCLR BepInEx

This release updates Mini.RegionInstall to CoreCLR BepInEx. Note that this also requires all other mods to update to this version of BepInEx too

• Simplified mod because the new BepInEx allows directly using basegame generics
• Support for Static(Http)RegionInfo added in this way
• Separate Reactor build no longer needed since the new handshake is opt-in rather than opt-out
