Description: C# Open-Source Winforms application for uploading files to VirusTotal

I know there's an official VirusTotal.VirusTotalUploader package, however it has a limitation on 32mb for uploading files. This is because the official app was discontinued in favor of the unofficial one.

I guess this will have to wait a little bit more #80892 (comment)

We will wait until 1.4 is GA with >50% rollout before we start accepting .zip packages.

We will add a few for early adoption and validation, but we haven't decided which packages that will be yet.

I added the blocking-issue and .zip labels so we can find them when support is enabled.
