Tested and validated on both Ryan and my machine.
The issue is when InMemoryRandomAccessStream is used in ConfigurationRemoteServer, marshalling will complain about setting rpc security status too late. We fixed it by not using winrt InMemoryRandomAccessStream. Instead, we'll use System.IO.MemoryStream.
