Consider adding a status bar for suggest widget

When doing #39441, some of us didn't like the horizontal space taken by the readmore icon. It also creates inconsistency in layout.

Although current solution is to make the icon show on hover:

Adding a status bar could solve this problem as well:

Plus, it could solve other issues:

• Resize suggest box. feature-request: possibility to change the size of description popup #29126. 2nd most upvoted for suggest label. The status bar would provide a natural place for resizing (clicking any item would select it)
• Showing whether an item can be shift-entered to use replace instead of insert
