Focus on terminal view not working correctly

Steps to Reproduce:

1. Open vscode with code --disable-extensions
2. Execute command "Terminal: Focus on terminal view"
   (The integrated terminal pops up and the cursor automatically switches to the terminal)
3. Close the integrated terminal
4. Execute the command again.

What was expected:
The integrated terminal pops up and the cursor automatically switches to the terminal

What actually happened:
The integrated terminal pops up but the cursor does not switch focus to the terminal
