Testing #122242

  1. Split so you have three terminals
  2. In the terminal tabs, click on the first terminal
  3. Now focus into the second terminal by clicking into the terminal itself
  4. Now back in the terminal tabs, click on the third tab

Bug
It feels like there are a few frames with a weird visual state for the tabs list:

Here the first tab has a blue border, the second tab has a solid blue background, and the third has hover background.

The result feels like there's a jitter while switching tabs
