[libcroco] Initial port files for libcroco #6467

From the libcroco readme file:

Libcroco is a standalone css2 parsing and manipulation library.
The parser provides a low level event driven SAC like api
and a css object model like api.
Libcroco provides a CSS2 selection engine and an experimental
xml/css rendering engine.

libcroco is part of the GNOME project.

Hi @Kwizatz, thanks for the new port. I see that the port failed on Linux from the current CI system.
Please refer to the failure log to look at what happened on Linux.

Thanks! I saw the failure but got a 401 when accessing the details. I'll look into it
