Removes various config options that are no longer used for anything from both the plugins and all existing config files.
Updates migration docs.

heft-jest-plugin- Removes thefolderNameForTests,folderNameForSnapshots, andextensionForTestsoptions. Updates upgrading.md to be clearer about what changed.heft-typescript-plugin- Removes themaxWriteParallelismfield, since writes are back to being synchronous. Added some information about the newuseTranspilerWorkerfield.How it was tested
