Description
#22380 removes the file
tools/ci_build/github/linux/docker/inference/x86_64/python/cpu/scripts/requirements.txtbut it is still used indockerfiles/Dockerfile.cuda.This change updates the file path of the requirements.txt
fixes #22945.
