Description

Hotfix to revert Cosmos export to the legacy system.

Related issues

The new system was causing issues with runaway storage size increase and locking up the service with high RU consumption in certain edge cases.

Testing

Existing tests from the legacy system.

FHIR Team Checklist

  • Update the title of the PR to be succinct and less than 65 characters
  • Add a milestone to the PR for the sprint that it is merged (i.e. add S47)
