chore: update action to build for www staging #3322

Description

Update to continuously deploy marketing and documentation site as one.

Motivation & context

Required for brand and documentation refresh as part of Web Components work.

@EisenbergEffect , yes when this PR merges it the next push to master will trigger a release to https://stage.www.fast.design
