  • Move most tsconfig options to root tsconfig.json and extend from it in all packages
  • Some overrides set in packages
  • Move to single ts-node hook in root
  • Upgrade to Typescript 4.x.x

@munozemilio question for you, do we have consumer that rely on published Typescript types? If so, I'll need to add downlevel-dts support to the relevant libraries.
